Alexander McClean, AICP, PP
Alex is an urban planner and affordable housing professional who began his planning career in New York City where he worked as an environmental planner overseeing the preparation of environmental reviews in accordance with the City of New York’s Environmental Quality Review (CEQR) process, New York State’s Environmental Quality Review Act (SEQRA), and the federal National Environmental Policy Act (NEPA) for the Department of Housing Preservation and Development, Department of Environmental Protection, and Department of City Planning. Following his career of public service in New York City, Alex moved into the private sector to work for an engineering firm based in New Jersey where he prepared environmental assessment statements (EASs) for private clients across New York City that were submitting development applications before the Board of Standards and Appeals and the City Planning Commission. In New Jersey, he has serves as the head of policy and compliance for Jersey City’s Division of Affordable Housing where he oversaw the enhancement of regulations under Chapter 188 of the Municipal Code to clarify set-aside requirements for developers, expanded affordability protections for tenant’s occupying restricted units monitored by the division, and assisted in the design and launch of Jersey City’s Consolidated Affordable Housing Portal. He is currently the Principal Planner for the City of East Orange.
Alex holds an undergraduate degree in history from Stony Brook University and a master’s degree in City and Regional Planning from Rutgers University’s Bloustein School of Planning and Public Policy. He is a member of the American Institute of Certified Planners, a licensed professional planner in the State of New Jersey, and has been certified as an affordable housing professional by Rutgers University and the Affordable Housing Professionals of New Jersey. He has been accepted as an expert witness and testified on variance applications before planning and zoning boards throughout New Jersey, which include the following municipalities:
